  11. Pre-admission notice.

Submit all documents in duplicate. They will not be returned regardless of the outcome.

VIII. Admission procedure

  1. Application acceptance: Submit a written application to the university according to scholarship requirements. The university preliminarily reviews documents against its admission standards, scholarship eligibility and the applicant’s preferences. Eligible applicants with complete materials receive a pre-admission notice. Ineligible or incomplete applications are invalid and must not be accepted.
  2. Review: The provincial education department organizes experts to comprehensively review universities’ proposed admissions and determine scholarship admission eligibility.
  3. Admission and notification: By May 31 each year, the education department sends approved lists and procedures to universities. By July 10, universities must mail admission notices and visa application documents to applicants and assist with enrollment procedures.

IX. Visas

Recipients use their ordinary passport, Admission Notice, Visa Application for Study in China, Foreigner Physical Examination Record and blood test report to apply for a study visa at the Chinese embassy or consulate in their country. Those entering to study with other passport or visa types are deemed to have voluntarily relinquished the scholarship.

X. Registration

Recipients must bring their passport, Admission Notice and Visa Application for Study in China and register within the university’s prescribed period. Those unable to arrive on time must request leave in writing with supporting evidence. Leave generally may not exceed two weeks. Failure to request leave or exceeding the allowed period constitutes voluntary relinquishment of admission and the scholarship. Costs incurred by arriving in Henan early are self-funded. Within 1 month after registration, universities submit the actual registered recipient list and copies of application documents to the provincial education department for filing.

XI. Health examination and residence registration

  1. Within 24 hours of arrival, the university registers accommodation and reports it to the local police station.
  2. Within 7 days of arrival, recipients must undergo a health examination at the local health quarantine department. Refusal, or diagnosis of a disease prohibited for entry under Chinese law, results in an order to leave within a specified period and automatic cancellation of the scholarship.
  3. Within 30 days of entering China, after passing the health examination, recipients must obtain a residence permit from the local exit-entry administration.

XII. Program changes, transfers and extensions

Recipients generally may not change programs, transfer universities or extend study after entering China. Special cases require the admitting university to apply to the provincial education department and obtain approval before any change, transfer or extension. Unapproved changes cancel scholarship eligibility.

XIII. Annual review

To maintain the scholarship’s incentive effect, the provincial education department conducts annual reviews of recipients studying for at least 1 academic year under the Henan Provincial Government Scholarship Annual Review Rules, determining whether funding continues in the following academic year.
