Understand the funding and requirements, then confirm the current arrangements with the responsible institution.

To enhance mutual understanding and friendship between the Chinese people and people worldwide, and develop exchanges and cooperation in politics, economics, culture, education, trade and other fields, the Chinese Government has established various scholarship programs supporting students, teachers and scholars from around the world to study and conduct research at Chinese higher education institutions.

International recipients of Chinese Government Scholarships (hereafter scholarship students) are placed at higher education institutions or research institutes designated by China’s Ministry of Education. They study programs in science, engineering, agriculture, medicine, economics, law, management, education, history, literature, philosophy and other disciplines.

China’s Ministry of Education prepares annual Chinese Government Scholarship plans and entrusts the China Scholarship Council (CSC) with recruitment and the administration of scholarship students’ daily affairs in China.

China warmly welcomes outstanding young students, scholars and teachers from all countries to study and conduct research at its higher education institutions.

III. Applying for a Chinese Government Scholarship

1. Application period

The CSC accepts Chinese Government Scholarship applications for the 2017/2018 academic year from January to April 2018. Applicants should consult their home country’s dispatching institution directly about its specific application period.

For the University Postgraduate Program, Provincial and Autonomous Region Degree Program and Supporting Local Scholarship Program, consult the Chinese university undertaking the program directly about application dates.

2. Scholarship application

  • Applicants must meet the basic requirements in the relevant scholarship application guidelines.

In principle, applicants must complete and submit electronic application information through the CSC Online Application System for Study in China, print the submitted form and attach the required materials before applying to their home country’s dispatching institution.

CSC Online Application System for Study in China: http://laihua.csc.edu.cn

For countries without access to online applications, applicants may obtain a Chinese Government Scholarship Application Form from their dispatching institution or the Chinese embassy or consulate-general in their country, complete it, attach the required materials and submit everything to the dispatching institution.

Applicants must truthfully complete all information as required and submit relevant materials such as qualification certificates, transcripts, study plans, health certificates and recommendation letters.

  • Application-handling organizations must mail relevant materials to the CSC by the deadline in the scholarship guidelines. Late applications are not accepted. See each program’s application guidelines for details.
  • Application materials are not returned, regardless of admission.
  • Applicants must retain and safeguard originals of important documents, including educational certificates and the Foreigner Physical Examination Form.
  • Organizations handling Chinese Government Scholarship admissions primarily include Chinese embassies and consulates-general in dispatching countries, dispatching countries’ embassies in China, relevant Chinese universities and selected research institutions.

3. Choice of institution and program

Applicants must choose their preferred institutions and programs from the regular higher education institutions designated by China’s Ministry of Education. See the Introduction to Higher Education Institutions Accepting Chinese Government Scholarship Students, or visit http:// www.csc.edu.cn/Laihua/.

4. Language of instruction

  • Regular Chinese higher education institutions generally teach in Chinese. Scholarship students with no prior Chinese knowledge usually undertake 1–2 years of Chinese language study before entering their degree program. Students in science, engineering, agriculture, medicine (Western medicine), economics, management and law undertake 1 year; those in literature, history, philosophy and medicine (traditional Chinese medicine and Chinese materia medica) may undertake 2 years.
  • All scholarship students pursuing undergraduate education in China are taught in Chinese. Some postgraduate and visiting-study courses at selected institutions are available in English. For details, consult the Introduction to Higher Education Institutions Accepting Chinese Government Scholarship Students at http:// www.csc.edu.cn/Laihua/.

Some programs at selected institutions offer English instruction for postgraduate and visiting students. Students taught in English do not need Chinese language preparation.

5. University preparatory education

Under China’s Ministry of Education rules, since 2010 all Chinese Government Scholarship students pursuing undergraduate degrees in China must first enter a university preparatory class designated by the CSC. Preparatory courses cover basic Chinese, subject-specific Chinese, and foundational mathematics, physics and chemistry, lasting 1 year. Only students who pass the final examinations may enter their degree institution; those who fail cannot continue studying in China under the scholarship.

For the 2017/2018 academic year, the CSC commissioned Beijing Language and Culture University, Tianjin University, Shandong University, Nanjing Normal University, Central China Normal University, Tongji University and Northeast Normal University to offer university preparatory classes.

Students meeting either of the following conditions may apply for exemption:

  1. Foreign students who completed secondary education in Chinese. Their application must include a certificate from the school confirming that Chinese was the language of instruction for compulsory secondary-school courses.
  2. Students with HSK results meeting the degree institution’s entry requirements. Include a copy of the HSK certificate with the application; HSK results are valid for 2 years.

See the Notice of China’s Ministry of Education on Preparatory Education for Undergraduate International Students under the Chinese Government Scholarship for details.

IV. Admission of Chinese Government Scholarship students

  1. The CSC reviews scholarship application materials and may make appropriate adjustments to the proposed program name, study duration or institution based on actual circumstances. Applications that do not meet admission rules or contain incomplete materials are invalid and will not be accepted.
  2. Qualified application materials are forwarded to relevant institutions, which decide on admission. Applicants who have contacted an institution and obtained admission should attach its admission notice or invitation letter. The CSC gives priority to forwarding their materials to that admitting or inviting institution for the relevant procedures.
  3. Scholarship applicants admitted by a regular Chinese higher education institution become eligible for a Chinese Government Scholarship after CSC approval.
  4. Before July 31, 2014, the CSC sends the admission list, admission notices and Visa Application for Study in China forms (JW201) to the application-handling organizations, which forward these documents to students.
  5. Admission procedures for the University Postgraduate Program, Provincial and Autonomous Region Degree Program and Supporting Local Scholarship Program are detailed in their respective application guidelines.
  6. In principle, applicants may not apply for multiple Chinese Government Scholarship programs simultaneously. For applicants admitted under several programs or by several institutions, the CSC may decide which single scholarship program or institution’s Chinese Government Scholarship admission they receive.

V. Visa application and arrival registration in China

1. Applying for a study visa

Recipients must take originals and copies of their admission notice, Visa Application for Study in China form (JW201), and Foreigner Physical Examination Form, together with a valid ordinary passport, to a Chinese embassy, consulate-general or other Chinese visa authority abroad to apply for a study visa. Those studying for more than 6 months must apply for an X visa; those studying for less than 6 months may also apply for an F visa. Students arriving with other types of passports or visas, or without the original documents listed above, will not be registered by the institution and cannot obtain residence authorization in China.

2. Arrival and registration

Recipients must bring original documents including the admission notice, Visa Application for Study in China form (JW201) and Foreigner Physical Examination Form to the designated institution on the entry date specified in the admission notice and complete registration. Students unable to arrive on time must request leave directly from the institution. Failure to arrive on time without institutional approval is treated as voluntary withdrawal, and scholarship eligibility is automatically canceled.

3. Health certification and residence permit

Health certification: students studying for more than 6 months must, after arrival, present original documents including their passport, admission notice, Foreigner Physical Examination Form and blood test report to the local health and quarantine authorities for health certification. Students with an unacceptable physical examination form must undergo another examination. Those refusing examination or found to have a disease that bars entry under Chinese law must leave China and return home within a specified period.

Residence permit: within 30 days of arrival in China, after health certification or passing a repeat medical examination, recipients must take their passport, admission notice and Visa Application for Study in China form (JW201) to the local public-security authorities to apply for a residence permit.

All costs of the above procedures are borne by the student.

VII. Changing programs or institutions and extending study duration

After arrival in China, Chinese Government Scholarship students generally may not change the admitting institution, program or duration that they agreed to by signing their admission notice and Visa Application for Study in China form (JW201).

VIII. Annual scholarship review

  1. Under the Measures for the Annual Review of Chinese Government Scholarships, all recipients studying in China for more than 1 academic year must undergo annual review. The CSC entrusts institutions to conduct a comprehensive assessment of academic results, attitude toward study, attendance, conduct, awards and disciplinary penalties under those measures.
  2. Only students passing the review are eligible to continue their scholarship-funded study in China in the next academic year. Those failing the review have their scholarship suspended or canceled for the next academic year.
  3. Students whose scholarships are suspended may continue to receive Chinese Government comprehensive medical insurance if they continue studying in China during the suspension.
  4. Students experiencing financial difficulties during suspension may apply to their institution for reduction or exemption of some fees. Students seeking reinstatement may take part in the following academic year’s review and apply to restore their scholarship after passing.
  5. Students whose scholarship eligibility has been canceled cannot have it reinstated.
